Problem Solving/RtI implementation framework provides measureable indicators for what Problem Solving "looks like" at different stages/levels of change. These are the indicators Indian Prairie works with currently. Districts might use this framework to create their own implementation rubric.
Example of tiers of reading interventions. A literacy committee reviewed different Tier 2 and Tier 3 interventions using www.fcrr.org, http://reading.uoregon. edu, and www.texasreading.org as well as inviting in publishing reps. This committee then created a "triangle" of interventions based on the needs of the students in this district and the connection to the core reading curriculum.
